The rules came into play in May 2008 (date is shown in the link posted above),This result was submitted on 30th April 2008, Presumably it was not mandatory to have cpu-z cpu + cpu-z memory tab in the screenshot at that time?.
However there is a link to the cpu-z database showing the required information and although this isnt compliant with the current rules today, it was reported by a user back then, subsequently moderated by hwbot staff and considered to be ok.
